Amends Arizona groundwater management law to establish new provisions for subsequent irrigation non-expansion areas, including a limit of five acre-feet of groundwater per acre of land irrigated per year and penalties of $150 for exceeding this limit.

Creates new section 45-437.04 allowing landowners in subsequent irrigation non-expansion areas to permanently retire acres and substitute them elsewhere, or construct new/replacement wells in new locations, provided no net increase in groundwater withdrawals occurs.

Authorizes Cochise County board of supervisors to place a ballot measure before the 2026 general election asking residents in the San Simon Valley groundwater subbasin portion within the county whether to designate it as an irrigation non-expansion area.

Authorizes Graham County board of supervisors to place a similar ballot measure before the 2026 general election for residents in the San Simon Valley groundwater subbasin portion within that county.

Implements interim groundwater restrictions in both counties from the date of the county board vote until election results are certified, limiting irrigation to previously irrigated acres with a maximum of five acre-feet per acre per year.
