Establishes West Valley Charity special license plates if a person pays $32,000 to the Arizona Department of Transportation by December 31, 2025 for implementation, with the paying entity designing the plates subject to department approval.

Sets the special plate fee at $25 total, consisting of $8 for special plate administration (deposited to state highway fund) and $17 annual donation (deposited to West Valley Charity special plate fund).

Creates the West Valley Charity special plate fund to reimburse the initial $32,000 implementation fee first, then allocate remaining monies to qualifying 501(c)(3) organizations serving Phoenix West Valley communities with specific criteria including operation since 2013, 50+ active volunteers, and missions supporting children, families, veterans and community quality of life.

Allows the director to permit combination of West Valley Charity plates with personalized special plates for an additional personalized plate fee.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to incorporate West Valley Charity special plates into existing special plate statutory framework and fund sources.
