Amends eligibility for home arrest program to include women participating in the Community Treatment Program for Imprisoned Women, removing the prior offense restriction for these participants.

Requires the Department of Corrections to contract with a nonprofit entity within one year to establish and operate a community treatment center for imprisoned women and their children.

Expands the Community Treatment Program to serve women who meet eligibility criteria (previously limited to women who recently gave birth) and who are scheduled for release within five years.

Mandates the contracted nonprofit provide trauma-informed substance abuse treatment, mental health treatment, parenting skills, educational services, and ensures participants receive appropriate medical care including postnatal and pediatric services.

Requires the Department to submit annual reports to state leadership documenting program findings, recommendations for improvement, and participant numbers.
