Senate Bill 1316 Summary

• Changes chapter heading of Title 36, Chapter 35 from "Child Fatalities" to "Child and Maternal Deaths" and article heading to "Child Fatalities and Maternal Mortality"

• Establishes a new maternal mortality review program under the Department of Health Services with a maternal mortality review committee to evaluate pregnancy-associated deaths and develop prevention recommendations

• Expands the state child fatality review team to include a maternal and child health specialist involved with treatment of Native Americans and removes a duplicate duty regarding evaluation of maternal fatalities

• Requires the maternal mortality review committee to submit biennial reports on or before May 15 of each even-numbered year to state leadership on incidence and causes of pregnancy-related deaths

• Expands confidentiality protections and information access provisions to include maternal mortality cases reviewed by the maternal mortality review program, with requirements for trauma-informed family contact
