Adds a new provision (subsection L) requiring rezoning actions to be delayed at least 90 days after new board members take office if a majority of supervisorial districts elected new members before the rezoning vote.

The 90-day delay applies only to rezoning actions taken by the board after an election but before new board members take office, preventing the outgoing board from finalizing rezonings before new members are sworn in.

Maintains existing rezoning requirements including conformity with comprehensive plans, public hearings, notice to property owners, and voting thresholds for approval based on county size and protest filings.
