Amends Arizona Revised Statutes Section 16-407 to require election officers to obtain certification on a yearly basis instead of biennially (every two years).

Election officers certified in odd-numbered years must obtain certificates before January 1 of each general election year; those certified in even-numbered years must obtain certification before June 1 of that year.

Election officer certificates expire on December 31 in the year after the general election.

Requires the secretary of state to submit an election officer education, training and certification plan to the legislature yearly (instead of every two years) outlining achievements, problems, and expected activities.

Maintains existing exemptions for elected officials, clerical and secretarial personnel, counting center personnel, precinct election board members, and city/town election officials.
