School districts and charter schools must allow representatives of eligible patriotic youth membership organizations to recruit students through classroom presentations, material distribution, displays, and use of school communication channels during school hours.

Eligible organizations must serve individuals under 21 years old, have an educational purpose promoting patriotism and civic involvement, and be listed in specific chapters of 36 United States Code (chapters 301, 309, 311, 403, 709, 803, 1305, 1401, or 1541) or be state affiliates of listed groups.

Schools must schedule dates and times for organization recruitment activities and provide parental notification with opt-out opportunities if the organization requests to speak with students.

Schools cannot discriminate against eligible patriotic youth organizations in the use of school facilities for student recruitment outside the normal school day.

"Patriotism" is defined as support for the United States Constitution and American government, and "student recruitment" includes encouraging participation and informing students about how the organization supports educational and civic interests.
