Transfers the state broadband office from its current location to the Department of Administration (ADOA) in title 41, chapter 4, article 1 of Arizona Revised Statutes.

Establishes the state broadband office under the direction of the Director of the Department of Administration, who appoints the state broadband director and may hire supporting staff.

Designates the state broadband office to coordinate implementation of local, state, and federal broadband programs and to execute federal broadband grant applications with public and private stakeholders.

Authorizes the office to provide guidance on regulatory and permitting processes for broadband infrastructure projects and to develop long-term broadband policy priorities.

Requires the state broadband office to publish and maintain a state broadband plan and permits the office to develop rules and guidelines for implementation.
