Establishes the solid and hazardous waste citizen suit study committee with nine members including four legislators (two House, two Senate), the Department of Environmental Quality director, and representatives from environmental groups, citizens' rights organizations, industry, and waste facilities.

Requires legislators appointed to the committee to be from different political parties, with one House and one Senate member designated as cochairpersons by their respective leadership.

Committee members receive no compensation but are eligible for reimbursement of expenses under Arizona law.

Committee must collect information on the need for citizen suit provisions in Arizona's solid waste and hazardous waste statutes and submit findings to the governor, House Speaker, and Senate President by December 31, 2025.

Committee is repealed effective June 30, 2026.
