Requires the Arizona Department of Environmental Quality to consult and cooperate in good faith with all 22 federally recognized tribes in Arizona before adopting policies, issuing permits, or making decisions affecting tribes and their interests.

Mandates the department establish a separate tribal consultation policy for each of the 22 federally recognized tribes, developed in direct consultation with tribal leaders.

Each consultation policy must include tribal contact information, geographic areas requiring consultation, and statements committing to government-to-government relationships, tribal sovereignty, meaningful consultation, and consideration of tribal views and traditional knowledge.

Requires the department to publish all tribal consultation policies on its website within 90 days and notify the Governor's office on tribal relations, all 22 tribes, and tribal councils of the publication.

Mandates the department update each consultation policy by December 31 of each even-numbered year through direct consultation with the respective tribal governments.
