Amends section 28-413 of Arizona Revised Statutes to add provisions for expedited driver licenses for active duty members of foreign armed forces stationed in Arizona.

Allows the Department of Motor Vehicles to issue class D or M licenses to active duty members of NATO countries' armed forces without requiring written or driving examinations, provided they are stationed in Arizona with military orders.

Requires active duty members to be between 18 and 75 years old and present documentation from U.S. immigration authorities authorizing their presence in the country.

Specifies that licenses issued to foreign military members expire on the same date as their U.S. immigration authorization document.

Maintains existing reciprocal driver license provisions for foreign civilians who previously resided in countries with substantially similar licensing standards to Arizona and that extend reciprocal privileges to Arizona-licensed drivers.
