Authorizes placement of a memorial dedicated to Don Bolles in Wesley Bolin Plaza, following procedures in Arizona Revised Statutes section 41-1363.

Prohibits use of public monies for memorial costs; all fundraising and contracts for design and construction are the sole responsibility of proponents.

State is prohibited from facilitating fundraising or establishing a state fund for memorial monies.

Recognizes Don Bolles as a well-respected Arizona reporter killed in a car bombing nearly fifty years ago in connection with his investigative work.

Section authorizing the memorial repeals on September 30, 2028.
