Amends Arizona law to allow the state to join the National Popular Vote Interstate Compact, which would direct Arizona's presidential electors to vote for the national popular vote winner rather than the state popular vote winner.

Modifies Section 16-212 to change how presidential electors cast their votes, replacing the current requirement to vote for Arizona's state popular vote winner with voting for the candidate nominated by the party that nominated the elector.

Establishes procedures for calculating the national popular vote total across all member states, with each state's chief election official determining the "national popular vote winner" based on votes cast in all participating states.

Provides that the compact takes effect only when states possessing a majority of electoral votes have enacted it, and allows member states to withdraw with restrictions on withdrawal within six months of a president's term end.

Includes provisions for handling ties (voters within that state determine the winner) and situations where the number of nominated electors differs from the state's electoral vote count (the national popular vote winner's candidate nominates the electors).
