Removes the requirement that probation transfer requests be made "at the time of sentencing or disposition," allowing probationers to request courtesy transfers to another Arizona county at any time during their probationary term.

Probationers may request transfer if they provide proof of family caregiver obligations, employment, housing, or job/housing offers that support positive behavioral change.

Supervising probation department must verify employment, housing, or caregiving plans, review victim safety concerns, and submit transfer requests to receiving county within seven business days.

Receiving probation department must respond within seven business days, granting permission unless the basis for the plan is not factual or the transfer would endanger the victim.

Probationers whose probation is transferred to another county and subsequently violate probation terms cannot have their supervision returned to the original county except for revocation hearings or by court order.
