Adds exception to the two-year requirement for adding new disorders to Arizona's newborn screening panel when no commercially available FDA-approved test exists and a laboratory-developed test requiring FDA premarket review is used instead.

Requires the newborn screening program to include all conditions on the recommended uniform screening panel adopted by the U.S. Department of Health and Human Services for both core and secondary conditions.

Maintains requirements for physicians to order tests for congenital disorders and hearing disorders, with results reported to the Department of Health Services.

Establishes a committee to provide annual recommendations to the department on newborn screening best practices and emerging trends.

Allows the director to establish fees for operating the newborn screening program and requires health insurers to update hospital rates to reflect any fee increases within 60 days.
