Rezoning approvals by city/town councils and county boards of supervisors are classified as administrative acts and cannot be subject to referendum petitions by persons or organizations.

Amends Arizona Revised Statutes sections 9-462.01, 11-814, 19-141, and 19-142 to establish that rezoning decisions have temporary and special character, pursue an already-adopted plan, and are of specific and limited application.

Removes the ability of residents to file referendum petitions against rezoning ordinances approved by municipal governing bodies or county boards of supervisors.

Applies to both municipal rezoning decisions under section 9-462.01 and county rezoning decisions under section 11-814.
