Adds new subsection JJ allowing charter representatives, governing body members, and officers/directors/partners of charter holders to have access to students and student records, unrestricted campus access, and authority to make final decisions regarding student learning and school safety as allowed by the charter holder.

Defines "charter representative" as an individual authorized to execute contracts on behalf of the charter holder and represent it before the state board for charter schools on accountability and compliance matters.

Defines "charter school governing body member" as an individual who is a member of a body organized to govern and manage a charter school.

Defines "officer, director, member or partner of a charter holder" as an individual with authority to manage charter school operations or make decisions on behalf of the charter holder, including those with ownership interests, voting rights, or positions identified in specified corporate and partnership statutes.
