Requires ballots to identify board positions and candidates, allow recall votes, specify delivery methods and deadlines (minimum 7 days), and prohibit prevoted ballots and in-person solicitation.

Mandates retention of all completed ballots, voter identification documents, and related materials for one year; allows unit owners to challenge elections within 30 days if credible evidence of substantive violations exists.

Makes intentional ballot tampering, alteration, or deletion a Class 6 felony; requires boards to post election results and make board member contact information available to members.
