Appropriates $2,000,000 from the state general fund in fiscal year 2025-2026 to the Department of Public Safety for law enforcement officer recruitment and retention.

Allocates $500,000 for the Department of Public Safety to acquire coaching resources with emphasis on officer retention and professional development, requiring coaches with law enforcement backgrounds trained by FBI National Academy instructors and online platform delivery.

Allocates $1,500,000 for a matching grant program to county, city, and town law enforcement agencies for coaching resources with the same requirements as the state program.

Requires Maricopa and Pima county law enforcement agencies and Phoenix and Tucson city agencies to provide a 50% match to receive grants, while all other counties, cities, and towns must provide a 25% match.

Directs the Department of Public Safety to establish grant application procedures and requires recipient agencies to use grant funds for recruitment and retention resources and services.
