Authorizes the state to conduct a statewide special census of Arizona's population during the fifth year after the decennial census, in addition to allowing counties, cities, and towns to request special censuses.

Requires special census results to be certified to the state treasurer and used as the basis for apportionment of state monies beginning July 1 in the year following the census, with cities and towns allowed to use special census results for only one year before reverting to population estimates.

Amends sections 28-6532 and 42-5033 of Arizona Revised Statutes to authorize state-conducted special censuses and clarify certification procedures with the state treasurer rather than the director.

Appropriates $10,000,000 from the state general fund in fiscal year 2025-2026 to the office of economic opportunity to conduct the statewide special census.

Makes the appropriation exempt from lapsing provisions under section 35-190, allowing unspent funds to carry forward.
