• Employers appearing on the semiannual relocation list compiled by the Department of Economic Security become ineligible for any state subsidies for five years and must repay all previously received state subsidies.

• The Arizona Commerce Authority may waive ineligibility and repayment requirements if lack of subsidy would result in substantial job loss, environmental harm, or significant economic impact to the state.

• Requires state agencies to ensure work related to state business is performed entirely within Arizona by state contractors or their agents, with compliance required by November 1, 2026 for existing contractors and immediately for new hires beginning November 1, 2025.
