Corrects statutory language by removing references to "regulation" and replacing "upon" with "on" in procedural provisions related to obtaining injunctions.

Clarifies that the commissioner may bring enforcement actions in superior court in either the county where the offending person resides or where the violation occurred or is threatened.

Specifies that private parties adversely affected by violations may bring enforcement actions if the commissioner fails to do so within ten days of written notice and request.

Maintains provisions holding well owners and operators responsible for full costs of plugging abandoned wells, with authority to forfeit bonds or sue for excess costs.
