Amends Arizona Revised Statutes Section 32-1423 regarding additional licensing requirements for graduates of unapproved allopathic medical schools.

Changes requirement from "educational council" to "educational commission" for foreign medical graduates' certification.

Modifies hospital internship/residency requirement from "successfully complete" an approved 24-month program to "be enrolled in" such a program, in addition to the 12-month requirement for a total of 36 months of training.

Maintains exemptions from the 36-month training requirement for applicants who complete a fifth pathway program or serve as a full-time assistant professor or higher position in an approved medical school for 36 months.
