Adds Chapter 42 to Arizona Title 36 establishing price limits for prescription drugs subject to federal maximum fair prices.

Prohibits persons or entities from purchasing referenced drugs in Arizona at prices exceeding the maximum fair price set by the U.S. Secretary of Health and Human Services during the applicable price period, excluding pharmacy dispensing fees.

Prohibits seeking reimbursement for referenced drugs delivered, dispensed, or administered in Arizona at rates higher than the maximum fair price, excluding pharmacy dispensing fees.

Classifies violations as unlawful practices under Arizona law subject to enforcement by the Attorney General, with each violation treated as a separate unlawful practice.

Allows aggrieved persons to bring private civil actions for consumer fraud against violators.
