Changes the title of Arizona's mental health transition program from "pilot" to permanent program by removing "pilot" designation throughout statute 31-291.

Extends the repeal date of the mental health transition program from June 30, 2026 to June 30, 2029.

Maintains existing program requirements including placement of up to 500 eligible inmates annually, mandatory mental health services, and early release of up to three months for program participants.

Continues annual reporting requirements to state leadership on recidivism rates, program enrollment, service completion, and connection to Arizona health care cost containment system services.
