Amends A.R.S. §12-945 to allow state agencies and law enforcement to destroy firearms, ammunition, and related components without restriction, removing previous prohibitions on firearm destruction.

Modifies A.R.S. §13-3108 to explicitly permit the state, agencies, political subdivisions, and law enforcement to destroy firearms or facilitate their destruction (previously prohibited except under specific statutes).

Maintains existing state preemption over local firearms regulations, preventing political subdivisions from enacting ordinances more restrictive than state law regarding firearm ownership, possession, sale, transfer, and use.

Retains exceptions allowing political subdivisions to regulate firearms in specific areas including taxes on retail sales, minor possession restrictions, commercial shooting range zoning, employee regulations, and firearm discharge limitations in parks and preserves.
