Expands early voting access to include blind or visually impaired voters and voters with print disabilities, in addition to absent uniformed services and overseas voters.

Allows these voters to request early ballots and designate their preferred method of communication (internet, fax, mail, or other electronic means) for receiving voting materials.

Requires county recorders to transmit ballots and ballot materials to eligible voters by fax or other electronic formats approved by the secretary of state.

Mandates ballots be transmitted no later than the 45th day before the election for requests received by the 48th day before the election.

Requires the secretary of state to include emergency voting procedures for blind or visually impaired voters and voters with print disabilities in the instructions and procedures manual.
