Changes the account closure threshold from three years of non-renewal to one year of non-renewal, requiring the department to notify parents and close accounts if not renewed within 60 calendar days.

Parents must receive closure notifications through certified mail, email, and telephone (if applicable), with a 60-day grace period to renew before the account is closed.

Remaining monies in closed accounts are returned to the state after the 60-day renewal period expires or when the student graduates from postsecondary education or completes four consecutive years without postsecondary enrollment.

Makes minor technical corrections to existing statute language, changing "a" to "any" and "years" to "year" in relevant sections.
