Establishes the Outdoor Rx program within the Department of Health Services to provide grants for outdoor environmental, ecological, agricultural, or natural resource-based therapy programs serving Arizona citizens.

Authorizes the department to award grants to public agencies and contract with public or private entities to develop and implement these programs, subject to available appropriations.

Prioritizes programs that use veterans for at least 50% of implementation or administration, contribute to healthy lifestyles, include matching resources, and maximize participant numbers particularly for veterans and those recovering from substance abuse or trauma.

Requires grant recipients to comply with department technical standards, submit required reports, maintain accounting records subject to audit, and ensure programs comply with all applicable federal and state laws.

Establishes an advisory committee with at least seven members appointed by the Arizona State Parks Board, Department of Health Services, Department of Veterans' Services, and Department of Environmental Quality to assist in developing and administering the program.

Creates the Outdoor Rx Program Fund from legislative appropriations and donations, and requires annual reports to the governor and legislature detailing grant awards, recipients, amounts, and purposes.
