SB 1419 Summary

• Establishes a manufacturer-funded large electronics recycling program requiring computer monitors, desktop/portable computers, and televisions (all with viewable areas over 4 inches) to be collected and recycled.

• Mandates manufacturers register with the department by January 1, 2026 and annually thereafter, pay registration fees, and submit statewide collection plans that include at least one collection site per city with 50,000+ residents and convenient service in every county.

• Prohibits sale of covered electronic devices in Arizona unless the device is branded and the brand is included in a registered manufacturer's collection plan, effective January 1, 2026.

• Requires manufacturers to provide free collection, transportation, and recycling services to households and businesses, except manufacturers may charge for premium services like scheduled pickups.

• Creates the covered electronic devices fund to be administered by the department, funded by manufacturer registration fees and other sources, to implement and enforce the program.
