School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2026, with an exception for entities that certify the policy is not economically feasible.

The Department of Education, in consultation with the Department of Environmental Quality, shall establish green cleaning product guidelines and specifications for schools.

State agencies must reduce energy use in public buildings by 20 percent per square foot by July 1, 2031, using 2001-2002 as the baseline.

State agencies, universities, school districts, and community college districts must purchase at least 10 percent of their energy from renewable sources by July 1, 2030.

A new Energy and Water Efficiency Fund for Public Facilities provides loans up to $10,000,000 to state agencies, universities, cities, towns, and counties for energy and water efficiency improvements, with repayment from resulting savings.

A green public schools task force is established to identify retrofit procedures, recommend a model green cleaning policy, and report recommendations by November 1, 2026, then repeals December 31, 2026.
