Repeals sections 9-500.38 and 11-269.16 of Arizona Revised Statutes relating to auxiliary containers.

Repeals Laws 2016, chapter 28, section 5.

Amends section 44-1648 to remove references to the repealed sections while maintaining state preemption over scrap metal dealer registration as a matter of statewide concern.

Preserves cities', towns', and counties' power to enforce business licensing laws for scrap metal dealers, including systems with background checks, identification, and fingerprinting requirements.

Grandfathers existing scrap metal dealer licenses that were current and in good standing before September 13, 2013, exempting them from reapplication requirements unless circumstances warrant amendments.
