Requires each full-time administrative employee at Arizona schools to provide classroom instruction as a substitute teacher at least once per school year.

Exempts administrative employees providing substitute instruction from obtaining a substitute teaching certificate from the state board of education.

Prohibits schools from requiring the substitute teaching duty if an employee lacks a fingerprint clearance card or is under discipline for immoral or unprofessional conduct.

Defines "administrative employee" as principals, superintendents, business managers, and administrative service providers, excluding those who regularly teach or provide direct student services.

Applies to school districts, charter schools, and individual schools operated by school districts.
