Establishes the stop the bleed pilot program in the Department of Health Services to purchase and distribute bleed control kits to school districts that request them and agree to administer stop the bleed training.

Requires participating school districts to implement stop the bleed programs beginning in the 2025-2026 school year, with at least one bleed control kit placed in an easily accessible location within each school after consulting with local law enforcement.

Mandates bleed control kits be included in school district-level safety plans and undergo annual inspection, with schools responsible for replacing expired or missing materials and able to apply to the department for replacement supplies.

Defines bleed control kits as first aid response kits containing a tourniquet, compression bandage, bleeding control bandage, protective gloves, marker, scissors, and instructional materials from the U.S. Department of Homeland Security or American College of Surgeons.

Appropriates $180,000 from the state general fund in fiscal year 2025-2026 to the Department of Health Services for purchasing bleed control kits, with the program repealing December 31, 2028.
