• Prohibits the state or political subdivisions from limiting or infringing on these rights through requirements that single out contraceptive provision or impede access to contraceptives or contraception-related information.

• Clarifies the act does not authorize state interference with health professionals' or patients' contraceptive rights and does not permit sterilization procedures without patient's voluntary and informed consent.
