Establishes an individual's right to access fertility treatments without prohibition, unreasonable limitation, interference or detriment to health, including mental health.

Defines "fertility treatment" to include preservation of reproductive materials, artificial insemination, assisted reproductive technology, genetic testing of embryos, fertility medications, and gamete donation.

Grants health care providers the right to perform or assist with fertility treatments and provide evidence-based information related to fertility treatments within their scope of practice.

Permits health insurers to cover fertility treatments or procedures.

Requires the Department of Health Services and health profession regulatory boards to adopt implementing rules, with a one-year exemption from standard rulemaking requirements.
