Requires used motor vehicle dealer and wholesale motor vehicle dealer applicants to complete a mandatory six-hour education course administered by a dealer-specific association with at least five years of presence in Arizona before licensure or renewal.

Education course must cover federal, state, and local regulations regarding motor vehicle sales, including consumer protections, financing laws, tax requirements, and licensing standards.

Exempts new motor vehicle franchise dealers, manufacturers, recyclers, and dealers licensed on or before December 31, 2023 (unless obtaining a new license type or changing business locations) from the education requirement.

Requires applicants to sign a form defining curbstoning as illegal unlicensed vehicle sales and describing penalties for operating an unlicensed motor vehicle dealer business.

Appropriates $250,000 from the motor vehicle dealer enforcement fund to the Department of Transportation for investigation activities related to unlicensed used motor vehicle dealers in fiscal year 2024-2025.
