$25,000,000 appropriated from the state general fund in fiscal year 2025-2026 to the Arizona Health Care Cost Containment System for secure behavioral health residential facilities.

Funds distributed to entities licensed by the Department of Health Services that provide secure on-site treatment for either seriously mentally ill individuals who are chronically resistant to treatment and court-ordered under section 36-550.09, or persons committed by court order under section 13-4521.

Arizona Health Care Cost Containment System administration must issue a request for proposals by January 1, 2026, prioritizing facilities that can open within 12 months and meet geographic needs of the state.

Recipients must use funds to construct new secure behavioral health residential facilities or retrofit existing buildings with prior approval.

Entities must measure and report clinical outcomes, functional and social outcomes, program-specific metrics, and physical health indicators; administration must report findings by September 30 annually to governor and legislature with personally identifying information redacted.
