Amends Arizona Revised Statutes sections 48-901, 48-902, and 48-909 to authorize improvement districts to provide domestic water delivery systems in subsequent active management areas through water hauling.

Allows improvement districts to construct and operate domestic water delivery systems specifically for water hauling purposes in subsequent active management areas as an authorized improvement.

Limits the eminent domain power of improvement districts formed for water hauling in subsequent active management areas to acquiring sites for a single well and standpipe for water production and delivery.

Clarifies that improvement districts may purchase existing domestic water delivery systems or construct new systems inside or outside district boundaries without restriction.

Updates statutory definitions and language in county improvement district provisions, including removing outdated references to "aquifer protection permits" and "helium exploration."
