Enacts the Dentist and Dental Hygienist Compact, allowing dentists and dental hygienists licensed in participating states to practice in other participating states via a "compact privilege" without obtaining a separate license.

Establishes the Dentist and Dental Hygienist Compact Commission composed of one commissioner from each participating state to administer the compact and maintain a data system for licensure, adverse actions, and investigative information.

Requires participating states to accept national board examinations, graduates from accredited dental education programs, criminal background checks, and continuing professional development requirements as conditions for compact participation.

Exempts active military members and their spouses from paying commission fees for compact privileges and allows remote states to reduce or waive fees for this group.

Creates enforcement mechanisms including adverse action authority by remote states, investigative oversight, state default procedures with potential termination from the compact, and dispute resolution processes.
