Establishes a study committee on scrap metal theft consisting of seven members appointed by the president of the senate and speaker of the house of representatives, including two certified peace officers with scrap metal theft experience, two registered scrap metal dealers, two public members impacted by scrap metal theft, and one representative from the Maricopa county attorney's office.

Committee shall examine whether Arizona's scrap metal dealer regulations (A.R.S. Title 44, Chapter 11, Article 3.1) effectively deter crime and evaluate industry compliance costs.

Committee shall review existing civil penalties and criminal fines to determine if they adequately regulate the scrap metal industry.

Committee must submit findings and recommendations report to the governor, president of the senate, speaker of the house of representatives, and secretary of state by December 1, 2025.

Study committee is repealed on December 31, 2025.
