Amends Arizona Revised Statutes Section 15-2402 to modify rules governing Arizona empowerment scholarship accounts for qualified students.

Allows qualified students to use account monies for tuition and fees at eligible postsecondary institutions and required textbooks at those institutions.

Clarifies that students with disabilities may use funds for an annual education plan conducted by an independent evaluation team in the second year before their final contract year, with department oversight of team qualifications.

Extends account closure provisions to allow accounts to remain open for up to four consecutive years after high school graduation if students remain enrolled in eligible postsecondary institutions and continue using funds for allowable expenses.

Makes technical amendments including clarifying that students may use tutoring services from individuals not subject to state board of education disciplinary action and adjusting language regarding concurrent scholarship restrictions.
