Adds "sexual orientation, gender identity and gender expression" as protected classes in Arizona's civil rights laws across employment, housing, and public accommodations sections.

Defines "gender identity and gender expression" as gender-related identity and expression, including appearance and mannerisms, regardless of designated sex at birth.

Lowers the employer threshold for certain sexual harassment protections from 15 employees to 5 or more employees.

Requires public entities constructing new or totally renovating existing restrooms to designate single-occupancy facilities as gender-neutral and include at least one accessible changing station capable of serving both babies and adults.

Expands civil rights protections to include discrimination based on sexual orientation, gender identity, and gender expression in employment practices, housing transactions, residential real estate services, and places of public accommodation.
