Requires persons operating as commercial dog breeders to obtain a permit from the board of supervisors in the county where breeding takes place, in addition to complying with federal Animal Welfare Act regulations.

Authorizes each county board of supervisors to establish the commercial dog breeder application process and may establish an application fee.

Defines "commercial dog breeder" as any person who maintains female dogs for the primary purpose of selling their offspring as companion animals.
