Amends Arizona Revised Statutes Section 38-1104 regarding law enforcement officer administrative investigations and probationary terminations.

Prohibits employers from terminating a law enforcement officer promoted above their current rank and placed on probation for failing to complete the probationary period; demotion is permitted instead, and termination is allowed only with just cause.

Permits termination of police recruits promoted to law enforcement officer status who fail to satisfactorily complete their initial probationary period after graduating from police academy.

Allows employers to terminate laterally transferred law enforcement officers on initial probation who fail to satisfactorily complete the probationary period.

Excludes law enforcement officers employed as at-will employees by state agencies from the probation termination protections.
