Amends Arizona's autonomous vehicle laws to limit autonomous vehicles to level 3 conditional automation (instead of allowing fully autonomous vehicles) and requires a human safety operator to be physically present in the vehicle at all times.

Removes previous requirements for fully autonomous vehicles to submit law enforcement interaction plans and written statements to the Department of Transportation before operating on public roads.

Prohibits autonomous vehicles from transporting passengers except for personal or non-revenue use; autonomous vehicles transporting goods must have a human safety operator physically present who can monitor performance and intervene if necessary.

Maintains that the automated driving system is considered the driver for compliance with traffic laws when engaged and exempts autonomous vehicles from certain driver requirement chapters.

Preserves the Department of Transportation and Department of Public Safety as the sole state agencies implementing and enforcing autonomous vehicle regulations, and prohibits counties, cities and towns from imposing taxes or fees on autonomous vehicles.
