Amends Arizona Revised Statutes Section 4-205.03 to expand regulations for government liquor licenses that permit service on watercraft at city or town-owned lakes.

Removes the requirement that liquor be sold only "in conjunction with consumption of food" on licensed watercraft premises.

Expands the definition of "boat" to include any watercraft with machinery carrying 15-100 passengers with displacement of not more than 50 tons (increased from 15-45 passengers and 10 tons), or meeting local waterway requirements.

Extends liquor service hours on boats to 9:00 a.m. to 11:00 p.m. daily (previously restricted to unspecified hours ending at 5:00 p.m.).

Clarifies that boat pilots must hold a valid Coast Guard operator's license or complete an approved safety and operator training course.
