Amends Arizona Revised Statutes Section 36-899 to expand the definition of "private education program" to include preschool programs, in addition to kindergarten through twelfth grade.

Expands the definition of "public education program" to include preschool programs within the public school system.

Makes grammatical and stylistic updates to the definitions section, including changing "which" to "that" and modernizing verb forms in the hearing evaluation services definition.

Clarifies that hearing evaluation services include identifying, testing, evaluating, and initiating follow-up services as defined in department rules and regulations.
