Transfers the Department of Child Safety to become the Division of Child Safety within the Department of Economic Security, effective upon the bill's enactment.

Amends numerous statutory sections throughout Title 8 and Title 41 to replace references to "Department of Child Safety" with "Division of Child Safety" and establish the division's relationship to the Department of Economic Security.

Establishes definitions in new section 8-450 clarifying that "Department" means the Department of Economic Security and "Division" means the Division of Child Safety within that department.

Repeals sections 8-452 and 41-3028.05 and schedules the repeal of Title 8, Chapter 4, Title 41, Chapter 14, and related sections on January 1, 2027.

Transfers all personnel, equipment, records, contracts, appropriated monies, and administrative authority from the Department of Child Safety to the Department of Economic Security while preserving the validity of existing certificates, licenses, and permits.
