Prohibits the Arizona National Guard from being released into active duty combat unless Congress has passed an official declaration of war or explicitly called forth the National Guard under Article I, Section 8, Clause 15 of the U.S. Constitution for executing laws, repelling invasion, or suppressing insurrection.

Requires the Governor to take all necessary actions to comply with the active duty combat restrictions.

Defines "active duty combat" as participating in an armed conflict, performing hazardous service related to armed conflict in a foreign state, or performing duty through an instrumentality of war while in active U.S. military service.

Defines "official declaration of war" as a declaration made by Congress pursuant to Article I, Section 8, Clause 11 of the U.S. Constitution.
